Add « me » and you have the softest opinion in French.
Il me semble que means “it seems to me that”, and it is how French states an opinion without confrontation: « il me semble que c’est une erreur ». It is markedly gentler than je pense que and much gentler than je suis sûr.
In meetings and disagreements this is the phrase that keeps a conversation open. You can contradict someone with it and nobody loses face — which is why it is worth learning before you need it.

1. « Il me semble que » to disagree gently. Your most diplomatic option.
2. Change the pronoun. « Il nous semble que… », « il lui semble que… ».
3. « Il me semble » alone answers a question: “I think so.”
