pouvoir at C2 — literary & formal

Cautious possibility, proxies and frozen formulas.
The cautious register
Formal French often reaches past « peut-être » for the impersonal « il se peut que la séance soit reportée » — pronominal, followed by the subjunctive. The construction protects the writer: nothing is asserted, a possibility is merely registered. You will find it in reports, minutes and legal opinions far more often than in ordinary speech.
« Autant que faire se peut » is a frozen relic — old word order, kept intact — meaning as far as possible; it hedges an administrative promise. In law the noun takes over: « donner pouvoir à un tiers » is to grant a proxy, and « les pouvoirs publics » means the authorities. Literature keeps « advienne que pourra ».
